Cogliano was born on June 14, 1987, in Woodbridge, Ontario. He started his hockey journey with the City of Vaughan Hockey Association and the Vaughan Rangers in the Ontario Minor Hockey Association (OMHA). He later joined the Greater Toronto Hockey League (GTHL) with the AAA Vaughan Kings and participated in the 2001 Quebec International PeeWee Hockey Tournament with Vaughan.
In 2003, Cogliano was drafted in the third round, 54th overall, by the Toronto St. Michaels Majors in the Ontario Hockey League (OHL) Priority Selection. However, he opted for collegiate hockey in the National Collegiate Athletic Association (NCAA) and spent two seasons with the University of Michigan Wolverines.
During his time with the Wolverines, Cogliano impressed with his impressive scoring skills, finishing third on the team in scoring with 50 points in 38 games in the 2006-07 season. He also won a gold medal with Canada at the 2007 World Junior Ice Hockey Championships in Sweden.
