Elizabeth Ann Manley, CM, was born on August 7, 1965, in Belleville, Ontario, Canada. She is the fourth child and only daughter in her family, with her father's military career necessitating occasional moves, including a relocation to Ottawa when Manley was eight years old. After her parents' divorce in the 1970s, she was raised by her mother, Joan, who invested significant time and resources into her daughter's figure skating career.
