Born on August 3, 1920, in Kärdla, Estonia, Tampld grew up on the picturesque island of Hiiumaa. He pursued his education at the Kärdla Reaalkool, graduating in 1938, and later at the Tallinn Teachers College, where he graduated in 1941. During World War II, Tampld fled to Sweden, where he resumed his studies at the Stockholm Technical Institute, majoring in marine engineering from 1946 to 1948.
In 1948, Tampld emigrated to Canada, where he attended the University of Toronto, graduating with a Bachelor of Architecture in 1953. During his time at the university, he received the Hobbs Glass Scholarship for highest standing in Design and was nominated for the Pilkington Award for his thesis project, the Toronto Olympic Stadium.
Tampld began his architectural career in the design department of John B. Parkin and Associates, where he worked from 1953 to 1956. He then became the Chief Architect for the Canadian office of H. K. Ferguson Company Engineers and Architects in Cleveland, Ohio, United States, from 1957 to 1959. In 1959, Tampld co-founded the architectural firm of Tampld Wells, alongside his classmate John Wells.
