Fabio Enrique Parra Pinto was born on November 22, 1959, in Sogamoso, Boyacá, Colombia. As an amateur, Parra achieved great success in Colombia, winning the Novatos classification for new riders in the Vuelta a Colombia and finishing 14th in the 1979 edition of the race.
Parra turned professional in 1985, joining the first Colombian cycling team, Caf de Colombia. During his professional career, which spanned from 1985 to 1992, Parra won stages in the Tour de France and Vuelta a España. His success coincided with that of his compatriot, Luis Herrera.
