Downes attended Stockport Grammar School before pursuing higher education at Leeds College of Music. After graduating, he moved to London to hone his craft, playing sessions and composing advertising jingles.
In the mid-1970s, Downes was a member of Shes French, where he met Trevor Horn, with whom he would later form The Buggles. The duo's debut album, The Age of Plastic (1980), spawned the worldwide hit single "Video Killed the Radio Star."
Later in 1980, Downes and Horn joined Yes, recording the album Drama. After Yes disbanded in 1981, Downes helped Horn produce The Buggles' second album, Adventures in Modern Recording (1981).
In 1981, Downes co-founded Asia with fellow Yes musician Steve Howe. The supergroup's debut album, Asia (1982), became a huge success, featuring hits like "Heat of the Moment" and "Only Time Will Tell."
Downes left Asia in 1986 but rejoined in 1990 and has remained a member ever since. He has also released several solo albums and produced music for various artists, including Mike Oldfield and the Thompson Twins.
In 2006, Downes reunited the original Asia lineup, and in 2011, he rejoined Yes. He holds a Guinness World Record for performing with a record 28 keyboards on stage in a single performance.
