Born on June 15, 1986, in Orange, New South Wales, Maloney was exposed to rugby league from a young age, with his father, Brian Maloney, being a lock and captain-coach of Orange CYMS. Maloney's junior rugby league days were spent playing for the St Edwards Bears, Ourimbah Wyoming Magpies, and the North Sydney Bears.
In 2006, Maloney trialed with the North Sydney Bears, and later joined the Parramatta Eels in 2007, helping the Wentworthville Magpies win the New South Wales Cup in 2008. His impressive form in the NSW Cup earned him a spot in the NSW Cup team of the year in 2008.
In 2009, Maloney made his NRL debut for the Melbourne Storm against the Penrith Panthers, playing at five-eighth in the 16-14 win at Olympic Park. Despite limited opportunities in the top grade, Maloney's talent was evident, and he soon became a sought-after player.
