In 2009, he was elected chair of the youth union of the Christelijk Nationaal Vakverbond (CNV), where he announced his intention to put less emphasis on the Christian character of the CNV. He also supported raising the retirement age to 67.
At just 23 years old, Klaver became the youngest member to sit on the Social Economic Council in 2009. He co-authored the 2010 GroenLinks election manifesto and was a member of the board of the Christian Social Youth Congress. He also founded the climate NGO Youth Copenhagen Coalition.
