Horn instead attended Itawamba Community College in Fulton, Mississippi, where he played two years of college football (1991-1992). During this period, he made a significant impact, catching 54 passes for 878 yards and seven touchdowns as a wide receiver and punt returner.

Despite his impressive college performance, Horn struggled to qualify for Division I college football. He returned to Fayetteville, working at a fast-food restaurant and furniture factory before taking a bold step towards his NFL dreams. With just a few dollars to his name, Horn purchased a Jerry Rice workout video from a local Blockbuster and studied the drills and moves Rice performed in the film. Inspired by the legendary wide receiver, Horn created a highlight video of himself working out and sent it to NFL teams.
