Born on November 28, 1933, in Mattoon, Illinois, Knollenberg was the son of Helen E. (née Kastl) and William Herman Knollenberg Jr. He grew up on a farm with 12 siblings and was raised a Catholic. Knollenberg graduated from Eastern Illinois University in 1955, where he was a member of Tau Kappa Epsilon Fraternity.
After graduation, Knollenberg served in the United States Army from 1955 to 1957 as a corporal in Germany, specializing in petroleum chemistry. He then spent over three decades as an insurance agent, initially working for New York Life Insurance Company as an assistant manager and later for Sears. In the late 1980s, he founded his own agency, Knollenberg Agency.
In 1978, Knollenberg became the chairman of the Oakland County Republican Party, a position he held until 1982. In 1992, he signed on as campaign manager for Congressman William Broomfield, who had represented most of Oakland County in Congress since 1957. However, when Broomfield announced his retirement, Knollenberg ran for the seat and won the Republican primary, despite being the only candidate without prior elected office experience.
In 2008, Knollenberg was defeated by Gary Peters in the general election, losing by a margin of 52 to 43. After his defeat, Knollenberg returned to private life, passing away on February 6, 2018, at the age of 84.
