Raised in Bethlehem, Pennsylvania, Frakes attended Liberty High School, where he was an accomplished track athlete and trombonist in the school band. He graduated in 1970 and went on to attend Pennsylvania State University, earning a Bachelor of Fine Arts in Theater Arts in 1974.
