Born on March 31, 1987, in Russia, Starkov's love for ice hockey was nurtured from a young age, thanks to his father, Oleg, a professional hockey player who played for CSKA Moscow and Sverdlovsk Avtomobilist. When his father moved to Denmark to play for Esbjerg IK, Starkov spent most of his childhood in Esbjerg, fostering a strong connection with the Danish culture.
Starkov's talent on the ice was evident from the start, and he began his professional career playing for various junior teams for Frlunda HC. He won the Swedish Junior 18 national championships in 2004 and 2005, as well as the Swedish Junior 20 national title in 2005.
Starkov's impressive performance earned him a spot on the Danish national ice hockey team, and he made his debut at the 2007 IIHF World Championship in Moscow, Russia.
