He attended the Gymnasium of Attendorn, graduating in 1955, before pursuing studies in medicine, philosophy, and theology at various institutions, including the University of Mainz.
Ordained to the priesthood on December 21, 1961, by Archbishop Lorenz Jäger, Cordes began his ministerial journey as a prefect of Studienheim Sankt Klemens for late vocations in the dioceses of Paderborn and Münster. He later served as Prefect of Collegium Leonium, the archdiocesan seminary of Paderborn, from 1966 to 1969.
On October 27, 1975, Cordes was appointed Auxiliary Bishop of Paderborn and Titular Bishop of Naissus by Pope Paul VI. He received his episcopal consecration on February 1, 1976, from Archbishop Johannes Joachim Degenhardt, with Cardinal Julius Döpfner and Bishop Paul Nordhues serving as co-consecrators.
In 1980, Cordes was appointed Vice-President of the Pontifical Council for the Laity, marking the beginning of his service to the Roman Curia. He later became the President of the Pontifical Council Cor Unum on December 2, 1995, a position he held until 2010.
