His parents, Mexican migrant farm workers, instilled in him a strong work ethic and a passion for creativity. Roman's linguistic skills were honed from an early age, speaking only Spanish until kindergarten. After graduating from San Joaquin Memorial High School, he earned a scholarship to the prestigious Hollywood Art Center School, where he refined his artistic skills.
Roman's foray into the world of animation began in 1955, as an assistant animator for Disney's classic, Sleeping Beauty. He soon transitioned to Chuck Jones' independent studios, Sib Tower 12 Productions, and later Chuck Jones Productions. Roman's talent and dedication led to his involvement in the production of iconic animated specials, including How the Grinch Stole Christmas, for which he provided an audio commentary on the DVD release alongside June Foray.
In the 1970s, Roman directed several Peanuts animated specials produced at Bill Melendez's studio. His work on these beloved classics cemented his status as a master animator and storyteller. In 1984, Roman founded Film Roman, which went on to produce the animation for the Garfield television specials. He directed all 12 Garfield specials broadcast between 1982 and 1991, solidifying his reputation as a visionary in the animation industry.

He served as the animation executive producer for The Simpsons, a role that began in 1992 and spanned several seasons. Roman's work on the show earned him multiple Emmy nominations. In 1999, Roman sold Film Roman and founded Phil Roman Entertainment. This new venture allowed him to pursue various projects, including the animated special Grandma Got Run Over by a Reindeer. Roman has continued to contribute to the animation industry, serving as production supervisor and executive producer on the Mexican-American animated film El Americano: The Movie.
