Born on January 11, 1951, in Glasgow, Scotland, Tartaglia was the eldest son of Guido and Annita Tartaglia, with three brothers and five sisters. He was of Italian descent, and his early education took place at St Thomas, Riddrie, and St. Mungo's Academy, Glasgow.
Tartaglia's path to priesthood began at the minor seminary at St Vincent's College, Langbank, and later at St Mary's College, Blairs, near Aberdeen. He completed his ecclesiastical studies at the Pontifical Scots College and the Pontifical Gregorian University in Rome.
Ordained to the Catholic priesthood on June 30, 1975, at the Church of Our Lady of Good Counsel in Dennistoun, Tartaglia returned to Rome to complete his doctoral studies. He was appointed dean of studies at the Scots College in Rome in 1978 and was also acting vicerector at that time.
His doctoral research focused on the Council of Trent's teaching on the Eucharist, and he received his STD degree in 1980. Following his doctorate, Tartaglia began his pastoral assignment as assistant priest at Our Lady of Lourdes, Cardonald, while concurrently serving as an extramural lecturer at St Peter's College, Newlands, Glasgow.
In 2005, Tartaglia was appointed Bishop of Paisley, a position he held until 2012 when he became the Metropolitan Archbishop of Glasgow. As Archbishop, he continued to hold conservative views on religious and moral issues, shaping the church's stance on various matters.
