Mears was raised in Bakersfield, California, and began his racing career in off-road racing. In 1976, he was recommended by a representative of Bill Simpson's helmet company, which led to his first ride at the USAC Champ Cars California 500. Finishing 8th in his debut, Mears caught the attention of team owner Art Sugai, who handed him the reins of his Eagle-Offenhauser car.
In mid-1977, Mears switched to Theodore Racing, where his speed and skill impressed Roger Penske. Penske, looking for a young driver to focus on American racing, offered Mears a part-time ride in nine of the 18 championship races, including the Indianapolis 500. In his rookie appearance at Indy, Mears qualified on the front row and broke the 200 mph barrier, becoming the first rookie to do so.
