He received his education at King's School, Canterbury, and later at University College, Dundee (now the University of Dundee), where he graduated with a degree in management. Horton further honed his skills by completing the Sloan Fellows program at the MIT Sloan School of Management in 1971.

In 1986, Horton took the reins as the chairman and CEO of Standard Oil, but following the merger with BP in 1987, he became the CEO of BP America, Inc. In 1990, he returned to BP as the chairman and CEO, with a vision to reorganize the company to attract and develop exceptional talent. Although his tenure was cut short in 1992 due to management turmoil and disagreements with the board, his impact on the industry was already evident.
