Pember was born on April 11, 1934, in Plaistow, Essex, to Gladys and William Pember. He attended Eastbrook Secondary Modern School in Dagenham and later enlisted in the Royal Air Force as part of the United Kingdom's National Service military training system, where he was stationed in Egypt.
In the late 1950s, Pember joined the Bexhill-on-Sea repertory company, The Penguin Players, performing at the De La Warr Pavilion. His London stage debut came in 1959, playing the role of Harry in Treasure Island at the Mermaid Theatre.
Pember made his television debut in 1961, with a small role in the series Looking About, followed by appearances in Looking for Frankie and Dixon of Dock Green. He also ventured into cinema, with an uncredited role in The Pumpkin Eater (1964) and a dramatized television adaptation of Pilgrim's Progress (1967), where he played multiple roles.
From 1964 to 1968, Pember was a member of the National Theatre Company in London, performing in various roles. His breakthrough came with the role of Alain Muny in the 1970s BBC drama series Secret Army, which cemented his status as a character actor in British television.
