Cunningham pursued higher education at the University of Western Australia, graduating with a BA Hons in Politics in 1975. She returned to Scotland in 1976 and worked as a research assistant at SNP headquarters from 1977 to 1979. During this period, she was part of the left-wing 79 Group within the SNP, a faction that advocated for progressive policies.
Cunningham's interest in law led her to study at the University of Edinburgh, where she earned a Bachelor of Laws degree in 1982. She then obtained a Diploma in Legal Practice from the University of Aberdeen in 1983. Her professional life as a solicitor spanned several years, with stints at Dumbarton District Council, Glasgow District Council, and private practice. In 1990, she was admitted to the Faculty of Advocates.
Cunningham's political career began to take shape when she stood as a candidate in the 1992 general election in Perth. Although she didn't win the seat, her determination and conviction paved the way for future electoral success.
In 1995, Cunningham was elected as the Member of Parliament (MP) for Perth and Kinross, a position she held until 1997. She then served as MP for Perth from 1997 to 2001. In 1999, she became the Member of the Scottish Parliament (MSP) for Perth, a seat she retained until 2011. She then represented Perthshire South and Kinrossshire as MSP from 2011 to 2021.
Her ministerial career saw her hold two significant cabinet positions: Cabinet Secretary for Fair Work, Skills and Training from 2014 to 2016, and Cabinet Secretary for Environment, Climate Change and Land Reform from 2016 to 2021.
