Born on 14 May 1933 in Gwaun-Cae-Gurwen, Wales, Sin Phillips was raised in a Welsh-speaking family. Her mother, Sally (née Thomas), was a teacher, and her father, David Phillips, was a steelworker turned policeman. Phillips' Welsh roots had a profound impact on her early life, as she spoke only Welsh until she learned English by listening to the radio.
Phillips attended Pontardawe Grammar School, where her Welsh teacher affectionately called her Sin, the Welsh form of Jane. She went on to study English and philosophy at University College Cardiff, graduating from the University of Wales in 1955.
