Born Peter Richard Stacy on December 14, 1958, in England, Stacy dropped out of school at 16 and worked various jobs, including a stint as a used car salesman. However, his true calling was in music, and he went on to co-found The Pogues in the early 1980s.
Stacy is credited with suggesting the band's original name, Pogue Mahone, which is Irish for "kiss my arse." Initially, he shared vocal duties with Shane MacGowan, but soon opted to focus on the tin whistle, which became an integral part of The Pogues' distinctive sound. Throughout his time with the band, Stacy contributed backing vocals and occasional lead vocals, as well as his signature tin whistle playing.

Stacy briefly formed a new band, Wisemen, later renamed The Vendettas, which featured fellow ex-Pogues Andrew Ranken and Darryl Hunt, as well as Kavus Torabi of The Monsoon Bassoon, Cardiacs, and Gong.
