Born on July 28, 1950, in Saint Kitts, Seaton was the son of William A. Seaton and Pearl A. Seaton (née Godwin). He received his primary and secondary education from Epworth Junior School, Basseterre High School, and St. Kitts-Nevis Grammar School. His pursuit of higher education led him to The University of West Indies in Jamaica, where he earned a Bachelor of Laws degree, setting the stage for his illustrious legal career.
Seaton's professional journey began with the St. Kitts-Nevis Judicial Service, where he served as registrar of the Supreme Court, provost marshal, and acting additional magistrate. In 1975, he became crown counsel for the Attorney General's Chambers and later worked as the High Court Registrar. His dedication and expertise led to his appointment as Attorney General in 1980, a position he held until 1995.
In 1988, Seaton was appointed one of Her Majesty's Counsels (Queens Counsel), a testament to his exceptional legal acumen. On May 20, 2015, Seaton became acting governor-general following the ouster of his predecessor, Sir Edmund Wickham Lawrence. Less than four months later, on September 1, 2015, he was officially appointed governor-general by Queen Elizabeth II, on the advice of Prime Minister Timothy Harris.
