Russell was born on September 6, 1963, in San Diego, California, to Constance (née Lerner) and Richard Lion Russell, a stock analyst. Her father and maternal grandfather, journalist and educator Max Lerner, were Jewish. Russell attended Mission Bay High School, graduating in 1981.
Russell's acting career began with her debut role in the 1982 film Lets Do It. She then landed roles on popular TV series such as T. J. Hooker, Family Ties, and The Powers of Matthew Star. Her breakout role came in 1983 with the sex comedy Private School, where she played Jordan Leigh-Jensen.
