Verma was born on August 30, 1903, in Safipur, present-day Uttar Pradesh, India, into a Kayastha family. His early education took place in Safipur, and he later pursued higher education at Prayag University, where he earned a bachelor's degree in literature and law. Additionally, he studied at The Sophical School and eventually earned a B.A. L.L.B. from Allahabad University.
