Born on October 24, 1954, in Los Angeles, California, Sherman is the son of Lane and Maurice Hyman Sherman, both of Ukrainian Jewish descent. He attended Mark Keppel High School and Corona del Mar High School before earning a Bachelor of Arts in political science from the University of California, Los Angeles (UCLA) in 1974. Sherman went on to receive his Juris Doctor (J.D.) from Harvard Law School in 1979.
Before entering politics, Sherman worked as a Certified Public Accountant (CPA) at one of the nation's Big Four accounting firms, where he played a pivotal role in helping the Philippine government under Corazon Aquino seize assets from deposed president Ferdinand Marcos. This experience would later inform his work on the House Committee on Foreign Affairs.
Sherman's entry into politics began with his election to the California State Board of Equalization in 1991, where he served as chairman from 1991 to 1995.
