Jones attended Brynteg Comprehensive School in Bridgend and later graduated from the University of Wales, Aberystwyth with a Bachelor of Laws (LLB) degree in 1988.
After graduating, Jones went on to the Inns of Court School of Law in London to train as a barrister. He was called to the Bar at Grays Inn in 1989 and spent a year in pupillage in Cardiff. Jones then practiced law for ten years at Gower Chambers in Swansea, specializing in family, criminal, and personal injury law.
Jones' political career began in 1999 when he was elected as the Member of the Senedd (MS) for Bridgend. He served in the Cabinet as Secretary for Agriculture and Rural Development from 2000 to 2002 and as Minister of State for the Environment from 2003 to 2007.
In 2007, Jones was appointed Minister for Education, Culture, and the Welsh Language, and later became Counsel General for Wales and Leader of the House following the One Wales coalition agreement with Plaid Cymru.
