Born on October 18, 1930, in Edinburgh, Scotland, Flora Fraser was the daughter of Alexander Fraser, 20th Lord Saltoun, and Dorothy Geraldine Welby. Her maternal grandfather, Sir Charles Glynne Earle Welby, 5th Baronet, was a member of parliament in the early 20th century. Tragedy struck when her elder brother, Alexander Simon Fraser, Master of Saltoun, was killed in action in March 1944, making Flora heir presumptive.
In 1979, upon her father's death, Flora inherited the title of 21st Lady Saltoun and gained a seat in the House of Lords. This marked the beginning of her remarkable career as a Scottish peer.
