In 1879, Eckert was invited to the Empire of Japan as a foreign advisor, where he served as director of the Navy Band until 1880. During this time, he noticed the need for a national anthem, as Japanese officers were embarrassed by their inability to sing their own anthem at flag ceremonies at sea.
In 1880, Eckert rearranged the existing anthem, per the Gregorian mode, making suitable modifications for playability at sea, including a four-part vocal arrangement. The new national anthem was first performed in the imperial palace on Emperor Meiji's birthday, November 3, 1880. This harmonization of Kimigayo has become an integral part of Japanese culture, symbolizing national pride and unity.
Between 1883 and 1886, Eckert worked in the Ministry of Education, where he played a crucial role in the Music Examination Board, focusing on wind and string music.
