Tour was born on December 27, 1941, in Niodougou, Niafunk Cercle, French Sudan. He received his education at various institutions, including the University of Dakar and the Technical School of the Bank of France, earning a postgraduate degree in Economics.
Before venturing into politics, Tour worked at the Central Bank of Mali, eventually becoming the general manager. He later served as a special adviser to the Governor of the Central Bank of West Africa (BCEAO).
