Born on August 26, 1949, in Cil, Lankaran Rayon, Azerbaijan Soviet Socialist Republic (now the Republic of Azerbaijan), Pashazadeh hails from a Talysh descent. He received his primary religious education in Lankaran and later pursued advanced studies in Uzbekistan, where he enrolled in the prestigious Miri-Arab Madrasah in Bukhara. In 1975, he completed his religious education at Tashkent State University.
Upon returning to Azerbaijan in 1975, Pashazadeh assumed the role of acting secretary of the Caucasian Muslims Office and Akhund of the Taza Pir Mosque in Baku. His leadership skills and knowledge of Islamic theology soon propelled him to the position of chairman of the Spiritual Administration of the Muslims of Transcaucasia in 1980, a role that earned him the title of Sheikh ul-Islam.

He is a member of the Management Board of World Islamic Congress, the Management Board of Eurasia Islamic Council, and the CIS Interreligious Council, which he co-chaired from 2004.
