One of his most significant areas of study was the altazimuth or horizontal coordinate system, as well as being one of the four observers of the transit circle and altazimuth. His work in this area led to numerous papers, 75 in total, primarily focusing on correcting errors in star catalogues and computing the motions of celestial bodies.
In 1875, Downing was elected as a Fellow of the Royal Astronomical Society, marking the beginning of his distinguished career. He collaborated with George Johnstone Stoney on the perturbations of the Leonid meteors, predicting and explaining the sparseness of the 1899 shower.
Downing's most notable contribution, perhaps, was his work as superintendent of HM Nautical Almanac Office from 1891 to 1910. During this period, he collaborated with his American counterpart Simon Newcomb to establish an international standard for astronomical constants.
