Meneeley was born on December 17, 1927, in Wilkes-Barre, Pennsylvania. During World War II, he joined the Navy, where he served as a medic, caring for paraplegics in Riverside, California. It was during this period that he befriended actor Marlon Brando, who was filming The Men on Meneeley's ward.
After the war, Meneeley attended the Murray School of Art and began making frequent trips to New York City. He later attended the School of Visual Arts in Manhattan on the GI Bill. In the 1950s, Meneeley became immersed in the world of abstract expressionism, befriending prominent artists like Franz Kline and Frank O'Hara.
Meneeley's documentary work was instrumental in preserving the artistic legacy of his contemporaries. As a staff photographer for Contemporary Slides, and later as the owner of Portable Gallery Press and ESM Documentations, he created an extensive archival record of the works of other artists.
Meneeley was a three-time recipient of grants from the Pollock-Krasner Foundation, as well as the National Endowment for the Arts and the British Arts Council. These awards recognized his contributions to the art world and provided support for his continued creative endeavors.
