Rifan was ordained a priest on December 8, 1974, and went on to serve in various capacities, including as secretary to the bishop, diocesan consultant, and pastor of the parish of Nossa Senhora do Rosrio in Campos.
In the 1980s, Rifan became associated with the Priestly Union of Saint Jean-Marie Vianney, a traditionalist group founded by Bishop Antônio de Castro Mayer. The group rejected the revisions to the liturgy introduced by Pope Paul VI and sought to preserve the Tridentine Mass. Rifan's involvement with the Priestly Union led him to participate in the episcopal consecration of four Catholic priests by Archbishop Marcel Lefebvre and Bishop Castro Mayer in 1988, an act that was not authorized by the Holy See.
In the early 2000s, Rifan played a key role in negotiating the reconciliation of the Priestly Union with the Holy See. This process culminated in the establishment of the Personal Apostolic Administration of Saint John Mary Vianney on January 18, 2002, which allowed the group to maintain its traditional practices while remaining in communion with the Holy See. Rifan was appointed vicar general of the apostolic administration, serving under Bishop LicÃnio Rangel.
