Born on November 7, 1950, in Edinburgh, Scotland, Duncan grew up in a working-class family with parents from Edinburgh and Glasgow. Her father, a British army veteran, later became a civil servant, and the family moved to Leeds and then Birmingham during her childhood. Duncan attended King Edward VI High School for Girls in Birmingham on a scholarship, where she developed a received pronunciation accent, a stark contrast to her Scottish roots.
