Born on August 24, 1940, in Hull, England, Pirie is the son of Douglas Pirie and Eva Madsen. He attended the Humberstone Foundation School (also known as Clee Grammar School for Boys) and later Matthew Humberstone Comprehensive School in Old Clee, Lincolnshire. Pirie's academic pursuits took him to the University of Edinburgh, where he earned an MA in History in 1970. He then proceeded to the University of St Andrews, where he earned a PhD in Philosophy in 1974. Later, he obtained an MPhil in Land Economy from Pembroke College, Cambridge in 1997.
Before co-founding the Adam Smith Institute, Pirie worked for the United States House of Representatives. He also served as a Visiting Professor of Logic and Philosophy at Hillsdale College, Hillsdale, Michigan, US. Notably, Pirie, alongside Douglas Mason, played a key role in devising the poll tax. In 1979, he became the secretary of Mensa International, a position he held until 1992.
