Taagepera holds a Bachelor's degree in Nuclear Engineering from the University of Toronto (1959) and a Master's degree in Physics from the same institution (1961). He earned his Ph.D. from the University of Delaware in 1965.
Taagepera's academic career spans over four decades, during which he has taught at the University of California, Irvine, and the University of Tartu. He served as the founding dean of the School of Social Sciences at the University of Tartu from 1991 to 1994 and later became a professor of political science from 1994 to 1998.
