During World War I, meral became the head of social democracy, advocating for the federalization of Austria-Hungary as the best way to achieve the goals of the workers' movement. However, his pro-Austrian stance led to criticism from fellow party leaders, and he was forced to resign in September 1917.
After the establishment of Czechoslovakia in 1918, meral refused to participate in the new state's politics, instead working as a correspondent for Prvo lidu in Switzerland until the end of 1919. In the spring of 1920, he visited Soviet Russia, where he discussed the future directions of the left movement in Czechoslovakia with V. I. Lenin.
Upon his return, meral led the left-wing of Social Democracy, laying the groundwork for the creation of the Communist Party of Czechoslovakia. In May 1921, he co-founded the party, together with AntonÃn Zápotocký, marking a significant milestone in the country's political history.
