Willetts was born on 9 March 1956 and was educated at King Edward's School, Birmingham. He later pursued a degree in philosophy, politics, and economics at Christ Church, Oxford, graduating with a first-class degree.
Willetts' career in politics began as a private researcher for Nigel Lawson, followed by a stint as head of the Treasury monetary policy division at just 26 years old. He then joined Margaret Thatcher's Policy Unit at 28, eventually becoming the director of the Centre for Policy Studies at 31.
Willetts is often credited with providing the intellectual thrust for private finance initiatives (PFIs) in the National Health Service (NHS). In a 1993 document titled "The Opportunities for Private Funding in the NHS," he outlined the benefits of private funding in the healthcare sector.
