Royer's political journey began in 1950 when he was elected to the Redwood City Council, a position he held until 1966. He later became the mayor of Redwood City from 1956 to 1960. In 1972, he was elected to the San Mateo County Board of Supervisors and served in that capacity until 1976.
In 1979, Royer won a special election to succeed the late Congressman Leo J. Ryan, securing 57% of the vote. Although he lost the 1980 election to Tom Lantos, he ran again in 1982, albeit unsuccessfully.
Royer was married to Shirley, and they had two sons, Dennis and Peter. Tragedy struck in 2010 when Shirley passed away. Royer himself passed away on April 8, 2013, at the age of 92, just three days shy of his 93rd birthday.
