Suntharalingam was born on 19 August 1895 in Urumpirai, northern Ceylon, to Chellappah and Meenachchi. He hailed from a distinguished family, with four brothers who went on to become accomplished professionals in their respective fields.
He received his education at St. John's College, Jaffna, and St. Joseph's College, Colombo. In 1914, he entered the University of London, where he graduated with a B.Sc. honors degree in mathematics. He furthered his education at Balliol College, Oxford, securing a double first in mathematics tripos.
Suntharalingam's stellar academic record earned him a place in the Indian Civil Service, but he chose instead to join the Ceylon Civil Service in 1920. He later resigned to become the vice principal of Ananda College, where he taught mathematics.
In 1940, he retired from academia to pursue a career in politics. Despite unsuccessful attempts to enter the State Council in 1943 and 1944, he won the 1947 parliamentary election as an independent candidate in Vavuniya.
